Samsung obtained a decision from the United States International Trade Commission barring the import of certain models of Apple iPhones and iPads because they infringed Samsung patents. The President, through a letter from the US trade representative, vetoed the commission on policy grounds. Primarily the decision of the President was based on a determination that the Samsung patents were essential to compliance with certain industry standards and the President was not convinced that Samsung had offered Apple a fair, reasonable and nondiscriminatory license.
